Research on the Development Index System and the County Inclusive Financial Evaluation in Fujian Province

Taking county inclusive finance in Fujian Province as the research object, and on the basis of referring to the design of inclusive finance index system of major international financial unions like the International Monetary Fund (IMF), the Organization for Economic Co-operation and Development (OECD), and Inclusive Finance Union (AFI), this paper builds an index system of county inclusive finance development of Fujian Province along with the actual development of inclusive finance in Fujian Province. By selecting the data from 2013 to 2016, this paper uses the factor analysis method to measure the scores of the factors of three dimensions, which are the availability, the use of financial services, and the quality of financial development, to evaluate the development of county inclusive finance in Fujian Province. The results show a yearly increasing trend of the overall level of county inclusive finance in Fujian Province, among which the highest is the financial availability, followed by usage of financial services, and the quality of financial services is the lowest; the level of the economic development in the region is relevant to the development of the county level; micro businesses and farmers are still less likely to receive financial services. In the future, Fujian Province will optimize the structure and layout of the bank, support the development of new financial institutions, establish a complete credit system, and increase the poverty alleviation, so as to improve the level of county inclusive finance.
