Administrative approval is regarded as the symbol of planned economy system, and the transformation from the planned economy system to the socialist market economy system means the fundamental change of the way of resource allocation based on administrative means. Since the reform and opening-up, along with the socialist market economy unceasing development, the administrative approval system reform also unceasingly deepens. At the beginning, the reform of local administrative approval was mainly embodied in the "one-stop shop" formalized innovation. However, with the continuous transformation and upgrading of the economy and society, one-stop administrative approval shows more and more inadaptability and dilemma. The " no more than one visit” reform is an important attempt to comprehensively deepen the reform of the local government's administrative approval system recently, which has had a growing impact. From " one-stop” service to "no more than one visit" is the direct presentation of the reform track of local government's administrative approval system in the past 40 years since the reform and opening-up.
