Integrated Research on Performance Evaluation Model of Ecological Governance Policy

With the large-scale implementation of ecological civilization construction strategy and ecological restoration project, the performance evaluation of ecological policy attracts more and more concerns and research. The integration of public value performance evaluation method and cost construction performance evaluation method gives full play to their respective advantages and makes remedies to their deficiencies, which is of great importance to ecological restoration policy performance evaluation. The authors construct unified model of public value performance evaluation method and transaction cost performance evaluation method after analyzing their common theoretical foundation and respective performance evaluation models. It can provide comparison and correction to these two kinds of performance which may extend the time series of public value performance value, offer methods to transform their inner structures and forecast the variation of projects’ public value. This paper takes the Grassland Grazing Prohibition Policy conducted in Siziwang Banner - a typical area of Inner Mongolia as an example to verify the feasibility of the integrated method.
