Abstract
France is the first agricultural country in Western Europe, so learning France's agricultural insurance development experience is of significance to the development of agricultural insurance in China and the anti-poverty career advancement. Based on the theory of PEST, this paper compares the agricultural insurances between China and France from the four aspects of politics, economy, society and technology. Since the political systems are different in China and France, the political aims of implementing agricultural insurance are different. France focuses on the regulation and correction of the market, and our country focuses on the anti-poverty, including the farmers' poverty caused by disasters. However, France's agricultural insurance has many advantages: the legislation of France's agricultural insurance is complete, the management mode of mutual insurance is distinct, the security range is wide, the financial subsidy is strong, the development history is long, farmers have strong insurance senses, and the insurance is closely combined with science and technology. France's agricultural insurance enlightens our country to speed up the legislation process of agricultural insurance, explore suitable development model, increase government support and subsidies, raise farmers' insurance awareness, and increase the application of new technology in agricultural insurance, so as to promote our country's anti-poverty career.
