Policies, Mechanisms and Paths of Cross-Regional Cooperation in Chengdu-Chongqing Urban Agglomeration under the Strategy of Regional Coordinated Development

Regional cooperation is an important means to promote the coordinated development of the region. To cultivate urban agglomerations in the western and central regions and establish a coordinated mechanism for the development of urban agglomerations is one of the directions of regional coordinated development strategy. Chengdu-Chongqing urban agglomeration, as a typical urban agglomeration in the western region, plays an important role in regional development and coordinated development of the whole country. The data of 80 inter-governmental agreements and 28 policy documents of the Chengdu-Chongqing urban agglomeration from 2011 to 2017 show that the state attaches great importance to the coordinated development of the western region. The situation of cross-regional cooperative governance of the Chengdu-Chongqing urban agglomeration is clear. In the process of cross-regional cooperative governance, a governance network mechanism and a cooperative network mechanism have been formed, but some of them still exist hindrance. In order to improve the cooperation performance and realize the regional integration, and respond to the regional coordinated development strategy, the Chengdu-Chongqing urban agglomeration should strengthen regional coordinated governance, accelerate the transformation and upgrading of regional economy by cooperation, and form the " highland effect” of inland open economic development.
