Abstract
The market access negative list system is implemented in the 11 free trade pilot zones that have been established. The market behavioral norms expressed by the negative list system that " can do anything that is not prohibited by law” have greatly facilitated the facilitation of investment and trade, and the number of market entities has grown rapidly. However, the number of regulatory agencies and supervisors has not increased year-on-year. It is necessary to use new features at the outset to improve regulatory efficiency in the new situation. On the basis of summarizing the characteristics of the low-cost enterprise entry cost, the high degree of government planning, the emphasis on finance, and the lack of establishment of the supervisory responsibility list, combining the actual status of the China (Sichuan) Free Trade Zone, the path to optimize regulatory measures is proposed.
