Quantitative Evaluation of the Content of Pension Service Policy at the Central Level—Based on the Analysis of PMC Index Model

  • Purpose/Significance The pension service policy is an important basis for constructing an old-age service system and achieving old-age support and old-age enjoyment. Design/MethodologyThe text mining method was used to deal with the national pension service policies issued since 2013, and a PMC policy evaluation index system was established to quantitatively study the pension service policies. On this basis, two old-age service policies with large gaps were selected for in-depth comparative analysis, and the reasons behind the policy differences were revealed and corresponding suggestions were made. Findings/Conclusion The study concludes that the current Chinese pension service policy pays more attention to the combination of modern information technology, professional medical and health technology and pension service, but there are problems such as structural imbalances in the mode of policy function, the difficulty of effective policy incentives, and unreasonable division of policy objectives. The formulation of service policies should reasonably divide small targets, use authoritative tools to increase supervision, promote the establishment of a standardized pension service system and promote the optimization and upgrading of incentive methods.
