Abstract
Property right management is one of the contents of national park construction and involves many stakeholders. Through in-depth analysis of the status quo and characteristics of the national park property management in Yunnan Province, using the property rights theory and game theory to analyze the relationship between various stakeholders, it is found that the state-owned land property rights in the national park are relatively simple and clear, but the collective land property rights are more complex and involve more Stakeholder. From the analysis of property rights theory, in terms of state-owned land, there are absolute property rights and creditor rights. In the collective land that was transferred before the establishment of the national park, the peasants and the land managers are an absolute relationship between property rights and creditor rights. The rest are a relative relationship between property rights and creditor rights, and the collective land is between private and public. According to the game theory, it is known that there is an investment game between the local government and the central government, there is a land acquisition game with the peasants, and there is a tax game with the enterprise; there is also a huge relationship with the village committee. Therefore, handling the relationship among various stakeholders will help to further improve the construction planning level of Yunnan National Park.
