The Mode of Scientific-Technical Communities Undertaking the Government’s Functions: Type Classification, Symbiotic Characteristics and Evolution Trends

Purpose/Significance Science and technology communities have become an important force for undertaking government transfer functions. Systematically summarizing the diversified models of technology associations undertaking government transfer functions and exploring the symbiotic characteristics and evolution trends of different models can provide decision-making reference for further promotion of technology associations undertaking government transfer functions . Design/Methodology Based on the two-dimensional analysis framework of the close relationship between government and society-the autonomy of science and technology communities, the types of technology transfers undertaken by science and technology communities are classified, and the symbiosis characteristics between different models are explored with the help of symbiosis theory, and then the evolution trend of the acceptance model is explored. Findings/Conclusions The undertaking modes are entrusted undertaking, purchasing undertaking, alternative undertaking and integrated undertaking. Different modes have different concept connotations, basic characteristics and applicable occasions. It is the general law of model evolution from low symbiotic level to higher symbiotic level. Furthermore, integration undertaking which embodies the symmetry mutualism and integrated symbiotic relationship is the advanced stage of undertaking model evolution.
