Abstract
Purpose/Significance During sudden public crises, government departments put a high premium on the management of internet public opinion. In particular, the outburst of secondary public opinion accompanied by the original public opinion, which jeopardizes social harmony and stability, has become a severe test for dealing with public crises. Design/Methodology Based on the analysis dimension of social combustion theory, this paper examines the public opinion generated from a typical public crisis event, and builds a generative mechanism of the secondary public opinion in the public crisis event through the secondary public opinion governance model. Findings/Conclusions Based on investigations and studies, two fire prevention and fire extinguishing paths are proposed to promote the positive development of public opinion. In addition, it will provide reference for further improving China’s public opinion guidance mechanism and establishing an efficient and sustainable governance system for internet public opinion in public crisis events, and promote the modernization of national governing capacity and emergency management.
