Textual Quantitative Analysis and Suggestions on the Epidemic Policy in the Period of COVID-19

  • Purpose/Significance Policy quantitative analysis can effectively evaluate the government's emergency management effect on the new coronavirus pneumonia epidemic, and can also provide reference for the government to formulate follow-up policies. Design/Methodology Adopting text quantitative analysis method, the paper quantitatively analyzes and evaluates the policy texts of epidemic prevention and control from the multiple dimensions of promulgated subject, policy type, policy objectives and policy tools. Findings/Conclusions (1) The prevention and control of epidemic situations requires the full play of the functions of various departments in their respective fields and the strengthening of joint prevention and joint control between departments. (2) The policy objectives are clear and adjusted in time as the epidemic develops. (3) The policy objectives are achieved through flexible coordination and use of policy tools, but policy deployment needs to be strengthened to address policy weaknesses. (4) Based on the analysis results, it is still necessary to strengthen and improve the emergency management plan formulation, leadership system, operation mechanism and scientific management model.
