Multivariate Composition Paths and Governance Strategies for NIMBY Conflicts: A Two-stage Qualitative Comparative Analysis Based on Crisp-Set

  • Purpose/Significance To clarify the causes and inducing paths of NIMBY conflicts is of great significance to NIMBY governance. Design/Methodology Based on two-stage qualitative comparative analysis, this paper selects 26 cases between 2007 and 2016, and studies the influencing factors and causal paths of NIMBY conflicts. This paper interprets the paths with structuralism and behaviorism, and then explores governance strategies for avoiding conflicts. Findings/Conclusions It is found that the “public participation mechanism” and “government credibility” are necessary conditions for NIMBY conflicts, and the “economic compensation mechanism” has little impact on the evolution of NIMBY conflicts. “Public risk perception” and “media intervention level” have a linkage effect and have a stronger explanatory power for the evolution of the conflicts. Non-urban owners are more inclined to choose irrational confrontation and pursue a “big trouble” solution. Finally, this paper proposes countermeasures for NIMBY conflicts from the perspectives of public participation, government credibility, risk communication, and media intervention.
