Shift the Focus of Governance Downward and Targeted Governance of the Party: Research on Mechanism Construction and Governance Efficiency of Universities in Exercising Full and Rigorous Governance over the Party to the Grassroots Level in the New EraInvestigation and Thinking Based on C University’s Exploration and Practice

Purpose/Significance The CPC Central Committee has always attached great importance to the management and governance of the Party. Since the 18th National Congress of the Communist Party of China was held, Party organizations at all levels have seriously implemented the requirements for exercising full and rigorous governance, and proactively extended the strict rule over the Party at grassroots level as the objective need and important content of governance of the Party. Universities serve as an important position for functional activities such as personnel training, scientific research, social services, cultural heritage and innovation, and international exchanges and cooperation. It is of great significance to strengthen the Party’s full leadership over universities, and promote exercising full and rigorous governance to the grassroots level of universities. Design/Methodology After the investigation of C university’s exploration and practice, it is found that the university’s Party organization in the new era has exercised full and rigorous governance over the Party at the grassroots level through the construction of an ideological and theoretical mechanism, strong mechanism, anti-corruption and inspection mechanism, and accountability mechanism. Effective extension has achieved certain governance efficiency. Findings/Conclusions However, in the process of exercising full and rigorous governance over the Party at grassroots level, there are still many pain points, some in-depth problems have not been fundamentally solved. Therefore, we should further practice targeted governance of the Party, improve the efficiency of system implementation and the implementation of Party building work, consolidate and strengthen the Party’s ruling foundation at the grassroots level of the university, and comprehensively enhance the Party’s capacity of governance, which are urgent issues that require us to consider and take further actions.
