“Two-Carbon Related” Goals: Jurisprudence Interpretation and Institutional Shaping

  • Purpose/Significance Achieving the“two-carbon related” goals is a solemn commitment made by China, and it is of great significance to explain its jurisprudence basis and the construction and improvement of related legal systems. Design/Methodology The legal norms and related system of “two-carbon related” goals needs to be clarified from the perspective of legal doctrine and normative analysis methods. Conclusions/Findings The “two-carbon related” goals are facing the challenges of the interface between domestic law and international law, the imperfect legal system and the lack of practical results. Based on the current legal normative system, the comprehensive adoption of various legal approaches can provide the initial normative space and rule of law path to achieve “two-carbon related” goals. In the future, we need to transform the legal governance mechanism, construct and improve the relevant legal and regulatory system, and shape the system in terms of judicial participation in governance, so as to achieve “two-carbon related” goals as scheduled.
