Breakthrough of Institutional Dilemmas of Modernization of Municipal Social Governance: Based on Institutional Cloud Platform

Purpose/Significance In order to solve the institutional dilemmas, this paper builds a cloud platform for the modernization of municipal social governance systems. Design/Methodology With the rapid development of information technology, combined with the technical characteristics of the era and based on modern information technology such as cloud computing, big data, artificial intelligence and blockchain, this paper proposes to build an institutional cloud platform integrating facility layer, resource layer, application layer, feedback interaction layer and user layer to endow the system with technical rationality. This platform can realize rapid statistics and correlation analysis of the institution, conflict investigation, connection analysis, intelligent evaluation and feedback, make institutions of different levels, types and subjects in the scope of the city form an institution that is complete, scientific and standardized, interconnected and effective in operation, and jointly produce the resonance in the scope of the city, and realize the unity of institutional advantages and governance efficiency. Conclusions/Findings This paper systematically analyzes the problems and bottlenecks that may be encountered in the process of building the institutional cloud platform, such as “oral” institution, lack of internal motivation, data security risk, intelligent assessment and decision-making risk. Finally, corresponding solutions for the problems that may occur in the infrastructure layer, resource layer, application layer, and feedback interaction layer are put forward.
