Evolution and Optimization Countermeasures for Policies to Promote and Protect Intellectual Property Rights Since Reform and Opening-upA Quantitative Analysis of Policy Texts from Fujian Province

Purpose/Significance Policies on promoting and protecting intellectual property rights play an extremely important role in increasing high-quality independent intellectual property output and promoting the construction of a strong country in science and technology. Design/Methodology On the basis of systematic review of the intellectual property promotion and protection policies promulgated and implemented in Fujian Province since the reform and opening-up, the key word method of policy text is used to conduct an objective examination on the evolution of relevant policies in Fujian Province, and seven representative policies selected with the help of PMC index model are empirically analyzed. Conclusions/Findings In the development of intellectual property promotion and protection policies, policy participants increased, policy and market mechanisms are deeply integrated, policies are diversified, and single policies are merged into combined policies. At the same time, problems still exist such as the imperfect policy evaluation system, inflexible policy tools, weak connection of policies issued by different departments, insufficient policies for the development of the province. Based on this, this paper proposes countermeasures and suggestions to optimize local intellectual property promotion and protection policies, providing a reference for the promotion and protection of intellectual property rights in China.
