Theoretical Innovation and Practical Approaches of China’s Internet Governance Resilience

  • The development history of the Internet is also a history of governance. For more than 30 years, China has accumulated rich experience in Internet governance. However, in the face of continuous emergence of coupled network risks, Internet governance has not yet got rid of the endogenous dilemma of passivity, insufficient anticipation, rigid linearity, looseness and fragility. “Resilience”, as an interdisciplinary concept and a forward-looking risk prevention concept transformation, responds to the fundamental issue of “how to effectively regulate, agile prevention, dynamic adjustment and active development” of Internet governance. Therefore, this paper proposes a theoretical framework of “Internet governance resilience”, integrating institutional resilience, communication resilience, subject resilience and system resilience, with a view to building a resilient network in an all-round way. At the methodological level, it is proposed that the standardized approach is to improve the institutional guarantee mechanism of risk normalization, the intelligent approach is to establish the technical network governance rules that can prevent risks, the humanistic approach is to pool the governance synergy of multiple subjects, and the international approach is to build an inclusive and prudent global Internet governance system.
