Constructing a Chinese Modernization Digital Government System: Elements, Methods, and Pathways

Constructing a Chinese-style modernised digital government system can help to scientifically and effectively grasp the key issues of the Chinese government’s digital transformation, and provide a directional guiding framework for the high-quality construction of digital government. Against the background of the overall layout of digital China, the idea of constructing a system framework for the construction of a Chinese-style modernised digital government is relatively clear, focusing on the three dimensions of “why build, how to build and what to build”, and emphasising a system architecture adapted to the construction of a Chinese-style modernised digital government. According to the reserach, the construction of a Chinese-style modern digital government system mainly includes three aspects: basic elements, specific methods and practical paths. The elements are based on digital infrastructure, institutional rules, data resources, data security and government capacity; the methods are based on “constructing logic, constructing dimension and constructing direction”. In the face of a brand-new system, more new phenomena and new problems in the construction of digital government will come one after another, therefore, the path dimension should adhere to the leadership of the Party in the construction of digital government, enhance the digital literacy and digital skills of all people, and promote the digital rule of law government and other paths, in order to better guarantee the smooth operation and sustainable development of the system. The theoretical contribution of the study is that it attempts to construct a system architecture adapted to the construction of a Chinese-style modernised digital government at the elemental level, which provides a basic reference for later practical exploration and doctrinal analyses.
