Abstract
System identity is a practical justification process which is built on the epistemological and normative expectations. Any artificial systems get extensive social identity that depends on four factors. That is, reflecting public will, system-related information is known, the performance of system implementation, and citizens’ mutual recognition. Political democracy is a key factor on system identity. Because it can be found and confirmed the general will , overcome the asymmetry of information, prevent the abuse of “discretionary power”, and nurture a “generalized sense of otherness”
