Public Administration and Land-losing Peasants' Civil Rights

With the emergence of welfare states, civil right theory is widely used in public administration. Publicity, service and participatory democracy stressed by modern public administration have greatly promoted civil right. It is very important to established the social security system for land-losing peasants, this action not only improves the social security system, but also points out the relationships between public administration and civil rights in our country.
