Abstract
Under the pressure oflegitimacy, Chinese national campaign is triggered with an institutional andcyclical characteristic by the time of officials’ terms. With the verticalstructure of bureaucracy, based on the reelection and promotion incentives,officials always make national campaign to become the norm. The basis ofnational authority has experienced a change from personal charisma to theorganization's charismatic. Charismatic organizations are described by thejob’s conditions and some specific performance in the form of individualofficials. For most officials, it is a best time to promote national campaignwith the structure of bureaucracy, achieve extraordinary performance and seekto reelection or promotion when they just obtain a new official post. And then,the national campaign tends to normality.
