Preliminary Idea of Major Marine Oil Spill Response Resources Deployment Mode Based on the Flattening Theory

The emergency resources deployment is an key part of emergency response, and it direct impacts on the efficiency and effectiveness of emergency response. This paper analyzes the characters of major marine oil spill emergency resources and characters of emergency resources demand, on the basis, it demonstrates the applicability of the flattening theory in major marine oil spill emergency resource allocation. Based on the flattening management theory, it builds the major oil spill emergency resource deployment mode, in order to provide technical supports for the major marine oil spill emergency decisions.
