Community Integrated Management Reform and Innovation Research: Based on the New Public Management Perspective

Since the community system reform proposed by China’ government in 2000, the establishment of community and harmonious community construction has become a pioneering work in the 21st century. From the new perspective of public administration, a complicated community governance network is presented, which is nodded by the governance main body, and connected by the governance content and tool. Based on this presetting, this paper analyzes the experiences of the two communities named Wangjiang East Road and Hangzhou King Horse Communities in Hefei, i including the diversity of governance main body, the diversification of governance content, the scientific governance tools and the complexity of governance net. Finally, it proposes suggestions on the community comprehensive management reform in our country by combining the complicated network model of community governance and the first-hand case study. This study for the construction of the new public management theory system is of great significance, it is a guidance for realizing the comprehensive management mechanism reform and better development of the community, and meanwhile it is of positive value for relevant government departments and social organizations.
