Relationships between the Changing of Constitution and Transforming of Central Government

The changing of constitution is a basic problem of constitutional study, and also a basic institution supply means to solve social-economic crisis. That is to say, it is a system expression of social facts and legal system. This article investigates four relationships between the changing of constitution and the transforming of central government with constitutional theories, and points out that the fundamental driving force of changes of constitution is the people, the basic approach is political practices of the central government offices.
