Government performance measurementprocesses have produced plenty of performance information, and performanceimprovement could not be achieved unless performance information wasappropriately utilized. In this paper the author synthesizes the existingtheories and studies to review key issues pertaining to performance informationuse: information attributes, user characteristics, purposes of use, domains andpatterns of use, and the outcome and impact of use. The paper identifies thelimitations in current research, and suggests future research avenues.
