Deliberative Democracy and Democratic Forum

As an important practice in the form of grassroots democracy, democratic forum has played an important role in more than ten-year development and it is approved by the society. However, inequality factors existing in the communion affect the sustainable development. Three different correcting modes of democratic forums are presented, that is the issues focusing by the support of projects, experts participating in the regulation of the procedure fairness, and achieving the dynamic forum under monitoring and evaluation. From the procedures of democratic forum, based on the correcting thinking of starting, processes and results, and learning the concepts of deliberative democracy, the democratic forum system can be perfected. Forming a consultative coordination model between in widening participation and representative democracy is an effective way of grassroots democracy to get out of the dilemma.
