Discussion on the Project Selection of Basic Public Services——Based on the Background of Public Budget Reform

摘要: 经济转型时期社会成员对基本公共服务需求的不断增加, 使得财政支出的现实压力骤然增大。在公共预算改革背景下, 如何强化对政府公共支出的约束以及如何避免社会成员对基本公共服务项目需求变得过于泛化, 同时成为了政府财政要面临的突出问题。

Abstract: During the period of economic transformation, the social members' demand to basic public services is increasing, which makes the pressure of fiscal expenditure increase abruptly. Under the background of public budget reform, how to strengthen the restraint to government's public expenditure and how to avoid the social members' demand to basic public services becoming too generalized have simultaneously become serious problems which the government's finance is facing.
