当前我国可再生能源规划的执行评估

Nowadays Executive Evaluation for Renewable Resources of China

  • 摘要: 按照“规划蓝图-实施情况”的一致性评估方法,对我国可再生能源规划完成情况予以评估。虽然可再生能源规划总目标基本实现,但主要指标完成程度参差不齐,存在规划指标脱离实际、利用结构不尽合理等问题,从而得出应调整可再生能源规划指标与可再生能源利用结构之结论。同时,可再生能源规划执行过程中,面临生物质能发展遇瓶颈、风电与太阳能消纳能力不足、小水电呈无序开发状等障碍。有鉴于此,要采取修缮法律法规保障政策、健全技术创新支持政策、创新经济激励促进政策、完善地方可再生能源发展规划等措施,以促进可再生能源发展。

     

    Abstract: The execution of China's renewable energy plan is evaluated in this dissertation, according to the assessment method which is “Blueprint-Implementation”. Although the overall goal of renewable energy plan achieved basically, the degree of main indicators completion are largely divergence, the plan targets are unrealistic and the utilized structure is unreasonable. Therefore, adjusting its plan targets and exploitation structure is put forward. At the same time, some obstacles are confronted during the process of implementation of renewable energy plan, such as the biomass energy encountering bottleneck, the lack of consumptive capacity for wind and solar energy, and the disorder development of small hydropower. In view of this, in order to facilitate development of renewable energy, we should improve laws and regulations, promote technological innovation, strengthen economic incentives, and consummate the local renewable energy development plan.
