Abstract: Citizens widespread political participation is an essential requirement of the national democratic political development, and also a measure of the extent of its political democracy to achieve an important benchmark. In recent years, the network of our citizens to participate in public policy formulation shows a new trend that is the expanding of the performance of the network involved in the field, the growing influence of network participation, and gradually autonomous transformation of network participation form. The reasons for this include the broadness of democratic rights and democracy body, network participation breaking the limitations of traditional modes of participation, and the diverse participation styles under network environment. We will respect and implement the network of public opinion as a logical starting point for public policy, which is beneficial to the optimizing of public policy formulation process, to improve the quality and scientific level of public policy.
