Abstract:
The frequent occurrence of the safety events on food and drug quality cast a question over the regulatory functions of the government once again. Under an atmosphere where social members are busy meeting their own ends while neglecting professional ethics and social responsibility, and where the overall level of development stays comparatively low, government departments cannot implement supervision comprehensively and effectively. Conforming to the international trends of the theory and models of public management, China must take the road of public governance, which means that every social member, including the government, should play a role in the collaborative governance based on division of work, under the common rules. To achieve this goal, the mechanism can be restructured in the perspective of inclusive development. The priority at the moment is to take full advantage of the universal wisdom, improve the effectiveness of government’s supervision and management, and by perfecting the mechanism of incentive and restraint, to mobilize the enthusiasm of citizen participation in governance, as well as stimulate the national awareness of social responsibility
