  • 摘要: 组织的精简策略是一个由繁到简的过程。政府精简策略亦依循此过程.从人员精 简到组织再设计.再到系统性策略.最终达到解决机构臃肿和提高政府效率的目标,人员精简是政 府精简策略的起点。其过程十分困难和复杂.所以也应该有策略地进行。本文从这一思路出发。提 出了人员精简的策略.它包括个体策略和总体策略以及相关策略。

     

    Abstract: Organisational consolidation is a process of making complication simplified.Governmental consolidation goes through this process by laying off personnel,redesigning the organisatioo and making system strategies,in order to solve the problem of overstaffing and improve the working efficiency.Personnel consolidation is the starting of governmen‘ tal consolidation strategy,and the process could be very difficult and complicated,SO strategies are needed here.This ar— ticle is aiming to reflect on the strategies needed in the process of governmental consolidation which includes individual strategy,overall strategy and other strategies related
