Abstract: This paper firstly points out the necessity of public finance in the emergency, then discusses the problems of our country’s financial emergency mechanism existing in the processes of emergency prevention, response and reconstruction. Finally, it proposes some countermeasures on solving the problems from the perspective of the integrity and consistency.
