Abstract: Industrial ecological transforming is an ecological process which creats new artificial ecological system and economic society system. In this process, the human being creates a new model for the industrial system, in order to integrate the natural ecosystem and the industrial system, and to realize gradually transformation of industrial system from the linear system to the circulatory system. This paper analyzes basic connotation of industrial ecological transforming, implementation levels and structures based on comprehensive analytic method. Authors discussed and established the framework of industrial ecological reforming mechanism including eco-industry construction mechanism, the circulation economic development mechanism, the eco-industrical park construction mechanism, and the clean production mechanism
