Abstract: Public service is not completely monopolized by the government, private forces can take part in the field to improve the efficiency and quality of public service. Like western countries, China has started the exploration of market-oriented reform in public services, but it was not so effective. The article analyse the unstable factors of our current attempts to introduce market forces in the area of public services in at three levels. The three levels of risk rank from the entering, the process and the results. In the end, the article offers some advices according to the current risks.
