Abstract: Basic research has become an important symbol of the original innovation ability in higher school, and it is the key of enhancing the level of innovation of science and technology and training the high-level innovative talents. SCI is an internationally recognized representative tool of reflecting the basic research level, and SCI papers reward system helps to guide researchers to publish academic papers, motivate researchers to do basic researches, and improve the innovation of science and technology.
