突发事件应急启动机制的设计研究

Research on the Design of the Emergency Start Mechanism

  • 摘要: 启动机制是应急机制体系的重要组成部分,其合理性将直接影响突发事件应对的效率。从应急启动机制的内涵及其任务组成出发,将其设计分为启动类型的选择、启动等级的划分和启动时间的确定。对启动机制的分类与分级问题进行探讨,提出突发性事件和渐发性事件的一般性启动过程,并从承灾体损失和应急成本的角度出发,对单一突发事件和链式突发事件的启动策略和启动时间分别进行分析

     

    Abstract: Start mechanism is an indispensable component of emergency mechanism. A rational start mechanism is helpful to ensure the effect and efficiency of emergency management. Firstly, starting with the fundamental conception of start mechanism, this paper introduces the effective factors and tasks of start mechanism. Secondly, the starting types and grades are discussed in details. Lastly, considering the loss of disaster and the cost of rescue, the paper analyses the starting time in single disaster and chain disasters respectively
