Abstract: The Highest Strategy Principle of Public Values and the evaluation index of government’s execution power have received more and more attention by many countries’ governments. However, the insufficiency of government’s execution power is still a phenomenon in our country, which restricts social’s harmonic development seriously and affects government’s credibility in the public. Therefore, to meet citizens’ demands, realize public values, and improve government’s execution power, we should not only cultivate the quality of executors, but also strengthen the government’s supervision system
