网格化管理视阈下大气污染协同治理模式探析

Analysis on the Collaborative Governance Model of Air Pollution from the Perspective of Grid Management

  • 摘要: 我国大气污染治理从1973年大气环境保护正式启动至今,已有40余年的历程。但区域性、复合型大气污染问题愈发严重,说明现有的大气污染联防联控机制难以彻底解决大气污染治理的“盲点”和“死角”。而网格化管理以数字化、信息化技术为支撑,致力于实现基层资源整合和多元联动管理,可以有效突破大气污染治理的现实困顿。为此,从大气污染协同治理模式的结构出发,探讨了该模式的应用历程,并指出现有治理模式下也面临着责任归属不明、信息建设滞后、公众行动乏力和各主体联动与协调不足的应用困境,最后从责任机制、信息机制、公众参与机制和合作机制四个方面对推进大气污染网格化协同治理模式的应用进行了探讨。

     

    Abstract: It has been more than 40 years since China’s air pollution control was officially launched in 1973.However, the problem of regional and compound air pollution becomes more and more serious, which indicates that the existing joint prevention and control mechanism of air pollution is difficult to completely solve the "blind spot" and "dead point" of air pollution control. The grid management is supported by digital and information technology, and is committed to realizing the integration of grassroots resources and multiple linkage management, which can effectively break through the practical difficulties of air pollution control. Based on the structure of the air pollution collaborative governance model, the application history of the model is discussed. It is pointed out that the existing governance model also faces the application dilemma of unclear responsibility, lagging information construction, weak public action and insufficient linkage and coordinate of various subjects. Finally, the application of the coordinated mechanism of air pollution gridding is discussed from four aspects: responsibility mechanism, information mechanism, public participation mechanism and cooperation mechanism.
