Abstract: As a hot exploration of the power statute in the process of the development of political civilization in our country, the government power list system has been flourishing in the discussion of public issues today. However, to a certain extent, the government power list system still exists the contradictions between the need of practice reform and the theory nourishment supply. As a kind of " applied science” from practice, new public service theory emphasizes the respect and demonstration of the government’s responsibility consciousness, service concept and civic spirit, which not only allows us to objectively rethink on the difficulties in the implementation of the government power list system to provide a new frame for reference, but also for the further reform and innovation to create a lively mechanism to promote. The paper links the general principle of the new public service theory with the public administration reform in the specific area of the government power list system and puts forward that the current system of perfecting the government power list should emphasize the government responsibility and match the relationship between power and responsibility of the list system, pay attention to cut down the power and promote the service to increase the service efficiency of the inventory system, and create a democratic atmosphere and highlight the citizens’ participation in the inventory system.
