Abstract: Chengdu with a great deal of universities and colleges serves as one of the most important cities in the west of China. The ample human and technological innovation resources in Chengdu are very important supports for regional economic developments. While due to the limitation of management mechanisms and the lags of concepts, the amount of scientific and technological achievements is inversely proportional to the ratio of commercialization and industrialization of them. This paper proposes, according to the analysis of present situations, that the primary problems in managements about the science and technology are the absence of the scientific and technological concept for the people’s livelihood, the lackness of management mechanisms to ensure smooth transformers of science and technology and the faultiness of policies. If efficient policy, conception and management are adopted by the universities located in Chengdu to accelerate the commercialization and industrialization of scientific and technological achievements, it will enhance their status in the system about scientific and technological innovation leaded by the governments
