Abstract: The basic public services in rural areas will reduce the gap between urban and rural areas from two aspects. Firstly, it will help to improve living conditions of farmers and reduce the gap of living conditions. Secondly, it will improve the quality of the rural population and reduce the level of development. The basic public services decide if the urban and rural areas have the chance of the equal and equitable development and sharing of civilization. The establishment of rural univeral service system is the path to promote the basic public services in rural, which will promote the people-centered scientific development and the harmonious socialist society
