Abstract: The emergency case base has been paid more and more attention as its practicability, while there is still lack of specialized evaluation system for the case base. In this paper, we studied several emergency case bases in different types, as the text case base, the structured case base, and the public opinion case base. The distribution, organization and management of the above case bases were analyzed, and based on which we established an integrated evaluation model with fuzzy sets. Then the fuzzed cluster was implemented and the organization of the case bases was optimized. The approached mentioned in this paper could be the basis for function extent of the emergency case base.
