摘要: 非政府组织提供公共服务是西方国家公共服务改革的重要措施之一，目前国外相关研究已经取得了丰硕的研究成果。从总体上看，研究焦点主要集中在以下几个方面：非政府组织提供公共服务的正当性，即非政府组织提供公共服务何以必要；提供公共服务过程中非政府组织与政府的关系，即二者存在怎样的博弈关系；如何对非政府组织提供公共服务进行管理，即存在哪些问题和相应的对策Abstract: NGOs providing public service is a important measure during the reform of public service in western countries. The present research has gained much achievement. In general, scholars focus on the following aspects: the justification of NGOs providing public service, the relationship between NGOs and the government during the process of NGOs providing service, and how to manage NGOs when they are providing service, etc
