Abstract: Reasonable risk-sharing is one of the key factors that determine the success of the government purchases social services, which directly impact on the operating efficiency of cooperation of the government purchases social services projects. This paper start with risk definition and type of government purchases social services, deeply analysis of the risk-sharing and social service logic between the purchase cost efficiencies associated, and then, tentatively proposed reasonable risk-sharing strategy of the government purchases social services.
