Abstract: The soft power of urban culture is an important part of the cultural power China. Starting from the connotation and relationship between cultural industry and urban culture soft power, this paper presents that the culture industry should focus on industry and the urban soft power on city, which belong to different category. The city is a cultural space for industrial development, cultural industry is the carrier of urban development at the same time. This paper summarizes 8 favorable conditions for Chengdu cultural industry in 10 years, including the core competitive force of the enterprise, culture of quality, cultural resources, management talent of cultural industry, policy for the development of the cultural industry, the cultural industry investment, financing system and culture industry consciousness, and so on.
