Abstract: From macroscopic aspects，this article introduces the reform process from villager committee to resident committee in Pearl River Delta Area．It focuses on the common points in the changing process from Villager Committee to Resident Committee。such鹪the support form state’S macro policies，dynamic force based on Market Economy，aceomplishment guide by government，appearance of unanimous movement forms，and adoption of propeUing strategy of“from form to content”．This article also puts forward four peculiar points of this reform．First．reform processes of different蝴 in PeaJl River Delta appeare their own characteristics．Secondly。different cities or regions of Pearl River Delta眦not in the same period of the reform time schedule．Thirdly，there exist various election ways of Resident Committee．Forthly，the residents’self—government degree of changing community is different．At last．it illustrates soIl砖fundamental principles in the reform process from Villager Committee to Resident Committee concretely．
