Government Performance Information Use: Theoretical Synthesis,Literature Review, and Research Prospect

摘要: 政府绩效评估产生了大量绩效信息，如果得不到充分使用，绩效评估效果将大打折扣。系统整合了已有的理论和研究文献，对政府绩效信息使用的内容、使用者、使用目的、使用方式、使用场域、使用结果和影响等关键问题进行述评。指出现有研究存在的若干局限，并展望未来研究的主要方向。

Abstract: Government performance measurementprocesses have produced plenty of performance information, and performanceimprovement could not be achieved unless performance information wasappropriately utilized. In this paper the author synthesizes the existingtheories and studies to review key issues pertaining to performance informationuse: information attributes, user characteristics, purposes of use, domains andpatterns of use, and the outcome and impact of use. The paper identifies thelimitations in current research, and suggests future research avenues.
