Abstract: The uncertainty and fierce destruction caused by the occurrence of the grave disaster and risk strengthen the crisis of government public management and attract society’s eyes. Coping with the grave disaster and risk depends on the combination of government main district’s activities and government’s function ,based on which establishing triangle steady district allied mechanism is a powerful method to prevent the grave disaster and risk.
