Abstract: Evaluation Index System is the foundation and premise of the evaluation of the contingency to emergency, while natural-disaster emergency has its own characteristics meanwhile whose index system has more pertinence. This article integrates the related research achievements with the experience of emergency management of Dong Fang Turbine Company to Wenchuan Earthquake and then builds up the Main Evaluation Index and the Auxiliary Evaluation Index of the contingency to natural-disaster emergency, and formulates a certain system, which can lay the foundation for conducting the evaluation by the scientific way.
