完善我国发展规划制度研究基于全国省市县三级问卷调查的深入分析

Research on Perfecting China’s Development Planning SystemBased on the in-depth analysis of the national three-tier questionnaire survey

    目的/意义当前,如何进一步完善发展规划编制决策、衔接调整和实施评估等制度,对于更好发挥发展规划战略导向作用具有重要意义。
    设计/方法深入31个省份,面向省市县三个层级的发改系统开展问卷调查,获取有效样本308份。
    结论/发现编制决策方面,决策民主、科学和法治“三化”中最薄弱的是决策科学化,决策民主化最薄弱的是忽略公众意见,决策法治化呈现省市县依次下降趋势;衔接调整方面,GDP为主的政绩考核体制导致规划衔接效果不理想,省市县领导换届会打破规划连续性且层级越低越严重;实施评估方面,部分地区的约束性指标存在“被完成”的可能性。对此,有针对性地提出相关政策建议。

     

    Abstract: Purpose/Significance At present, it is necessary to further improve the systems of development planning formulation decision-making, transfer adjustment and implementation evaluation. This is of great significance to give a better play to the strategic guiding role of development planning. Design/Methodology A questionnaire survey for the development and reform system at three levels of provinces, cities and counties in 31 provinces was carried out. 308 valid samples were obtained. Conclusions/Findings In terms of formulation and decision-making, the weakest of the “three transformations” of decision-making democratization, scientization, and legalization is decision-making scientization, and the weakest of decision-making democratization is the ignorance of public opinions. The decision-making legalization shows a downward trend in provinces, cities and counties. In terms of transfer adjustment, the GDP-based performance evaluation system has led to unsatisfactory planning linkage effects. The re-election of provincial, municipal and county leaders breaks the planning continuity. And the lower the government level is, the more serious the destruction will be. In terms of implementation evaluation, the binding indicator in some regions has the possibility of being “completed”. In this regard, the article puts forward relevant policy suggestions in a targeted manner.
